Abstract

The main problem of fishermen and marine resources is what was expressed simply by the World Bank & Food and Agriculture Organization: "Too many fishers chasing too few fish." As a result, the effort to fish is not efficiently proceeded. This can be seen from the yearly global loss that reaches USD $50 billion. Various frameworks and approaches to intensify marine resource management efforts were introduced and adopted in order to reduce further losses. This paper tries to review those approaches by placing traditional fishermen as the departing point of the analysis. The writer's argument is that traditional fishermen are less considered in the frameworks of marine resource management. This is unfortunate considering that traditional fishermen provide a major contribution towards the welfare of most of the world's population from the standpoints of economy, employment opportunities, and healthcare. In an effort to clarify the argument, the writer will put forward examples of marine resource management and explain the position of fishermen in relation to the management of marine resources.
