Abstract

For the last two decades, countries from the Global South have actively engaged in international development, particularly in foreign aid. The emerging Global South donors encounter significant challenges that may differ from the Global North as traditional donors. As emerging donors, the most substantial challenge is securing domestic support. This article aims to discuss the strategies taken by the Global South in managing its new role as an emerging donor while still retaining developing countries’ status. This article also intends to comprehend how emerging donors reconcile their needs to acquire domestic support and their desires to play a more substantial role in global politics. For this purpose, this article observes the experience of the Turkish Cooperation International Agency (TIKA) and Thailand International Cooperation Agency (TICA) as the Global South in accomplishing their international development objectives. By employing the approach that emphasizes the interplay between material interests and domestic political contestation, this article argues that in exercising its role as an emerging donor, the Global South must adjust its international development program to the interest of dominant domestic political actors to gain domestic support.
