Tantangan Rencana Penerapan Kebijakan Tarif Transportasi Umum Berbasis Nomor Induk Kependudukan di Indonesia: Sebuah Kajian Awal

Abstract

The government’s plan to implement a commuter rail (KRL) ticket pricing policy based on National Identification Numbers (NIK) has sparked mixed reactions within the community. While some view it as a step toward more targeted public service, others express concerns about its ability to ensure fairness in public transportation access. Additionally, the policy risks reducing public interest in KRL as a mass transportation option, contradicting the broader goal of shifting public behaviours from private vehicles to public transport. Such a shift is crucial for addressing environmental issues and demonstrating the government’s commitment to mitigating climate change. This study adopts a qualitative approach through a literature review to explore two key questions: (1) What challenges might arise from implementing a public transportation tariff system based on NIK? and (2) What potential impacts could result from such a system, particularly regarding KRL ticket pricing? The findings reveal several critical challenges that the government must address before implementing the policy. These include ensuring the validity of NIK-based population data, integrating the NIK system with transportation infrastructure, and coordinating across sectors to manage NIK data effectively. As the concept of an NIK-based KRL pricing policy is a relatively new government initiative, research on this subject remains limited. This paper seeks to fill the gap by providing an initial analysis, offering a fresh academic perspective on the proposed policy.
