OLIGARKI DAN TERTUNDANYA PEMILU 2022 DI SUDAN PASCA LENGSERNYA PRESIDEN BASHIR

The fall of President Bashir gave a new direction for Sudan’s democracy. The transitional agreement between the
military and civilians resulted in an agreement and the 2019 Provisional Constitutional Charter, under which the
two parties share power for 39 months. Next on the agenda is the national elections in 2022. However, in October
2021, there was a military coup led by General Burhan against Prime Minister Hamdok. This event annulled the
entire contents of the 2019 Provisional Constitution and halted the ongoing transition process. This study aims to
analyze the causes of delays in the elections scheduled for 2022 by using the analytical knife of Jeffrey A. Winters’
oligarchic theory. The results of this study indicate that the delay in the election was caused by the dominance and
oligarchic network consisting of the military and people in the previous regime. The oligarchy almost controls and
controls all important economic and political sectors in Sudan
