The democratization process is directly proportional to the participation of civil society. Meanwhile, the
strengthening of the oligarchy is directly proportional to the weakening of civil society. So far, there have been
several studies on the decline of democracy related to the participation of civil society in the field of elections and
the formulation of public policies. This study complements these studies from a natural resources governance
perspective. The strengthening of the oligarchy narrows the space for civil society involvement in natural
resource management, causing natural resource management policies to increase the potential for more serious
environmental damage. In addition, the repression of civil society that fights for sustainable natural resource
management has experienced many threats of violence and criminalization. This paper intends to investigate
the declining quality of democracy in natural resource management in Indonesia by analyzing the relationship
between the strengthening of oligarchic politics and the narrowing of democratic space for civil society.
