Democracy and human rights in ASEAN have many faces due to different interpretations and lack of
implementations. Various definitions of democracy and human rights are generated from several political systems
in the Southeast Asia. International community is concerning how ASEAN member states could take responsibility
in implementing and respecting human rights. This review shows the difference between upholding human rights
agreement in the regional level and violating it in the domestic level. Such condition is driven by external regional
legitimacy and defined by ASEAN’s leaders. However, the challenges of democracy and human rights norms in
ASEAN are to serve people’s interests not just as a rhetoric.
