Abstract

This research aims to look at the influence of fiscal decentralization and the quality of institutions that will result in good governance and supported by adequate economic development against the level of deaths from natural disasters. In addition, the study also aims to examine the influence of endogenous factor in the form of disaster frequency of mortality rates. The study was based on data from 26 provinces in Indonesia on the period 2005 to 2010. The method used is the Panel Data Regression Model with fixed effects method. The results of this study suggested that the role of fiscal decentralization in the field of disaster management and supported by the quality of provincial institutions in effect significantly to levels of deaths from natural disasters in Indonesia. Further economic development that is not yet capable of reducing the rate of death from natural disasters. In addition, the frequency of natural disasters has significant influence on the rate of deaths from natural disasters in Indonesia.
